Update: 2 years and 38,000 miles later, no CEL. Has not thrown the P0420 code since I performed the anti-fouler fix.
I'll just add, I performed the "upgrade" too over two years ago. Not only did the P0420 go away, but I passed my latest smog with flying colors. I think it's just a design flaw... the computer is just too sensitive in reporting catalytic converter failure.

I didn't go with the the non-fouler route, but replace cat off ebay and no more p0420 and pass smog.. kept original cat just in case ebay cat crap, then will go with non-fouler. And so aftermarket cat will pass smog.

He did not say WHEN he put the ebay cat and how long it has been. He registered here last month.

^^ I installed it last month (Magnaflow) and passed smog last week, been had the code for over 6 months, well time will tell. I also got an aftermarket cat for my toyota truck as someone one stole it sometime ago, and been passing smog for the last two time.

If your Toyota Magnaflow passed the smog two times, then it is good. Looks like I need to keep this name in memory. We have enough cases reported where aftermarket converter started giving the error in less than 6 months.
2 years and 35,000 miles, no more CEL and no codes. This fix worked great.

i have a question . so the upper sensor is for gas mixture ? if i change it . will i get better mpg ? at the same time i will do the mod for the second sensor . currently having about 16 mpg D:!!
295,000 miles, still no CEL after doing the fix two years ago.
It certainly will be worth the try - if you have not changed an O2 sensor before - good luck! The hardest part is getting the old one off - soak the threads with PB Blaster and let sit over night - then run motor for at least 10 minutes and hit the sensor with a sensor socket wrench and cheater pipe.
