Park is in Neutral

I have replace my rack and pinion and now when i start the car the shifter say the park in in neutral. I have check the select lever cable, it seem to be fine. Can it be the neutral safety switch? I think i have might damage shifter cable by lower the lower frame down.

I've adjust the cable in the tranny all the way to R. Can i adjust the cable underneath the steering wheel?
