Fan Switch Defect?

2001 Odyssey fan switch doesn't work on the lower 2 positions, only the medium and high functions.

Will replacing it solve the problem or does it lie elsewhere?

And if so, is it sold a separate part or as a unit with the control panel assembly?

I've seen the thread regarding clock light replacement and the excellent photos which includes removing the control cluster. Seems like this is the course of action?
