I'm starting to troubleshoot my 2007 EX-L A/C system, but first question is, when I take the Blue plastic cap off of teh Low Pressure valve, should refrigerant be leaking out of that valve?

No. The shrader valve under the blue cap should be leak tight. They are easy to replace. Or perhaps just tighten.
You would of course have to evacuate the system first if it has not already all leaked out.

No. If your valve is bad, then I guess it already leaked all refrigerant out so either way, nothing OBVIOUS should be leaking out through there.

guys, thanks so much! It's definitely leaking then. as soon as I take the cap off, I can hear wooshing sound, and then after a few moments, I see liquid bubbling up through the valve and leaking on to the ground. I think replacing the Schrader Valve - maybe both of them - would be a good first step towards trying to figure out why my A/C is running warm on the driver's side.

The reason is probably that leakage resulting in low refrigerant. Low refrigerant will cause the warm-cold symptom.

That's the vent door switch
 
Want the blend door actuator cause this?
It could be the blend door actuator. Your previous post said “vent door switch “ which I’ve never heard of.
But I think in this case we know he has a low refrigerant charge and that it is leaking out through the shrader valve on the low pressure port. I think if he fixes that and has the system recharged, his issue will be resolved.

hey guys, thanks EVERYBODY for the responses! I learned a bunch and it helped at teh service center. my problem was that (1) I had no A/C on my driver's side - hot air on the left, cool air on the right, and (2) when i took teh cap off of the LowSide Schrader valve to attempt to refill, it was leaking 134A.
I checked on the tools necessary to remove/replace the Schrader valve(s) and the tools were abort $200, plus the refrigerant to renew the system. So I went to my local service shop and just told them that I wanted the Schrader(s) replaced and top up the 134a and I just got it back for $215! and the A/C's cold as ice! on BOTH sides!
