What is the estimate price to fix the damage? I got a quote for $2500-5000 including new parts. The door functions fine. Can an auto body shop fix this without buying new parts?

sounds about right...

body shops don't do much body repair these days, the labour to change the part and paint is less.

they will have no choice on that rear quarter but to do some pulling banging and bondo or cut out the section and put in a new piece.
The door and skirt will likely be changed.

you can try to find a grade A donor door color match on Car-Part.com--Used Auto Parts Market
did this for a passenger door on my van, didn't require paint, just re-re.

Those plastic color matched skirts are damn expensive and a dealer only part, you might get lucky and find one on car-part.
I think I paid 600 for mine at the dealer after a teenager mishap.

This looks like your fault. If it were me, I would table the claim all together, buff out what I can, touch up the bare metal and call it a day if the door is working fine. Repaint v/s leaving it alone will have the same effect on diminished value which I learned a long time after I got my panels repainted for a minor mishap.
