Yes, that is the "foot" that extends to latch the seat in the upright (use-able) position....which is released by the handle on the seatback.
 
Wonder how labor-intensive this process would be since parts don't look that expensive; especially when feeding a cable to a bottom flap. Haven't seen a video on a 5th gen, but this is a video inside the 4th gen 3rd row looks like.


3rd gen 3rd row here; maybe someone more mechanically inclined could chime in when figuring out what goes where.


 
I have the 2016 EXL but the solution should be similar. I just goT thru doing the fix. For me it was the COMPENSATOR, L, RR SEAT 82634-TK8-A01. One of the wires broke so it would not pull the kick flap down.

Here's the replacement part

Start by pulling up the bottom upholstery, everything is held in with plastic barbs.

Note: a panel removal tool makes this quicker

undo all the side clips

Remove handle

You should now be able to pull of the upholstery and the foam to see the guts and the compensator

I was able to lock the seat so I could work on it in this configuration

There are 3 screws and 2 zip ties to undo

Undo these 3 bolts so you can attach one end of the wire inside it

If the little flat retaining washers don't go back on, squeeze them flat with pliers.

Basically reverse to put everything back. Probably would take about 1-2 hours.

This hapenned to my 2020 EX-L a few months ago. After looking around I noticed the compensator cable had snapped so I tried to fix it in place with heavy duty zip ties, but it did not work :(

I will get a quote from the dealership this weekend when I bring the Odyssey for service just to have a reference. I do plan to buy the compensator and fix it myself when I get some time. I'll make sure to post pictures when I do.
 
I tried the process explained by 05Daddy above on my 2022 Elite, it worked perfect! It is the same part number. It took me around 90 minutes.
Thanks, I ended up ordering the part and the dealer (Leander Honda) offered to replace it. They did and it stayed in place for about 2 days before just snapping back again so I'm back to square one. Judging by the process described above I doubt that the dealer actually did anything other than perhaps zip ties or some other bodge.

Anyways, I will probably end up ordering another part and this time fix it myself.

I am somewhat suspicious that this may be related to my 14 year old teen usually riding on that third row seat. He is already 6 feet tall and getting heaver as he grows. But I really can't say for sure.

I don't think this would be an issue, the compensator is a solid part in a capsule-like shape, one of the ends is enclosed in a metal piece and the other end (the one that actually connects to the "lid" to close it) is far from the cushion when the seat is up. It must have been a defective piece or as you said, the dealer just providing a low quality service.
I suspect this is a low quality part, I called many different places and all of them have it in stock which is not usual if the replacement part is seldom needed :unsure:

It seems 95Daddy deleted his post. Do you still have the information he posted. I have the same issue for my 2021 Ody EX-L. Dealer quoted a $900+ for parts and labor. They fixed it a couple of years ago saying it's a cable issue. Now they say it's the compensator.

Also try HondaPartsnow.com, basically anywhere else other than the dealer. I see the left seat compensator on amazon for $92
