Brake fluid change

Think of it as roughly equivalent of a drain and fill of the trans. Draining what is in the sump and replacing it is about 1/3 refresh initially.
Except ATF is constantly circulating; brake fluid does not circulate to any significant degree.

Brake fluid contaminants (e.g. moisture) gather at the lowest point, in the calipers. Removing it requires bleeding.

A partial brake fluid change is done for the appearance of maintenance. It's not proper maintenance.
 
When I change front brakes, I’d empty the reservoir and bleed the front calipers.
Perfectly fine, as long as the 3-year brake fluid service interval is maintained. There's no requirement that all 4 corners be bled at the same time, although it does simplify record-keeping.

Don't forget about the rears though. Rear pads work less and last longer than the fronts, but the brake fluid service interval is the same.

they are saying it is due now
Brake fluid needs replacing only every 3 years. Your 2023 isn't due until late 2025 or early 2026 depending on its manufacture date.
do I use a better quality fluid
Any DOT 3 fluid is fine. There's no difference, even for Honda's own fluid.
