Can you shift it out of park into neutral?

Are you parked on an incline right now?

Just brainstorming here, but I wonder if you try rocking the van back and forth as if it were stuck in mud if that would free up the transmission to allow the steering wheel to unlock?

It’s cranking but not turning over, not starting. The remote starter starts it.
Cranking means turning over. Your post is very confusing. If it starts fine with the remote start then it sounds like everything is good with your battery, starter and alternator. Why do you think any of those are bad if it starts normally?

Sounds like your issue is with the new ignition or key. Perhaps an immobilizer issue.
At least you resolved your main issue of not being able to turn the key or the steering wheel. Now you can drive the van.

The immobilizer consists of the little chip that is in the key and an annular receiver ring around the ignition key cylinder that has two wires going to it.
Are you sure that with everything you did that the immobilizer was plugged back in and was not damaged? Is the key with the chip in very close proximity (inches) to the ignition cylinder ?
