Maybe the speed was set too low? I normally set cruise control at over 40mph, never tried 25.

I remember in old days, you can only set the cruise control when the speed is over 30mph. When you reduced the speed lower than 30 using the “Set -“ button, the cruise control would be canceled.

The speed at downhill or uphill would be normally a couple of mph different than the setting speed.
 
I think my 2018 EX downshifts to control the speed in ACC because I see RPMs go up and feel the deceleration attempt.

I think the 2022 Honda will cruise down to 0 mph. They changed that for heavy traffic buildups. Perhaps someone with a 2022 can verify that?
 
I have a 22 Elite. When I use acc and go down hill, looks like ACC doesn’t regulate speed at all (have video - going downhill at 40+ mph while ACC is set to 25 mph)

is that an expected behavior?
Take it to the Honda dealer, they can adjust the gain or stability control to fix your problems. This probably is all being done from the main cpu card, so they will hook up their laptop to adjust and test drive to verify it.
 
I’m happy to see other people with this problem so I know I’m not crazy. I have a 2021 EX-L and my cruise control drops 2-3 MPH constantly, even on flat surfaces. I turned the ACC off, but still the problem is there. When the van slows itself down and the person behind me passes, I look like an a$$ because it speeds up again like I’m road raging. I’ve been reluctant to take it in because I just figured I was being too picky. I never had this issue in my 2018 Accord Sport.

It is annoying. We were on the road all day today coming back to TN from FL and this was my biggest gripe.

Oh, and I use the classic cruise rather than ACC as well.
 
I've noticed this as well. My 2021 Mazda does a great job of keeping the set speed, even going down hill. My 2021 Odyssey Touring, on the other hand, is terrible. I've also noticed the getting up to speed being a problem as well. I will get onto highway, accelerate up to 70, set the cruise at 70 then bump it up to 73 or 74, and then the car actually will start going slower, going down to about 60-65 before it starts to accelerate again back up to speed. However, I do think the downhill speed problem is more of an issue.
 
Ok, Cruise Control users that are having problems... Do you still have the 3 year or 36000 miles warranty, instead of complaining about the cruise control and not doing anything about it, take it to the Honda dealer and have them adjust the cruise control, it really is a minor adjustment... they hook up their laptop and go into the main CPU and adjust the gain/stability/speed in it as they drive it. It really only takes less than an hour for this to be adjusted. Schedule a appointment and you will be happier if you did. Mine ODY CC only normally lose 1 mph going up a hill. If I compared this to the older mechanical systems of loosing 5-7 mph and triedd to adjust it, the time would be in 3-4 hour range to fix it, the generation went up a little better with a 3-4 mph difference and could be adjusted by 3 little 20 to 1 pot resisters. Now with the CPU looking at I would say it can be at 1 mph error.

I intend to myself, but unfortunately, it’s easier said than done for some of us whose closest dealer is an hour or more away and who work during normal business hours everyday.

That was my biggest con about getting a Honda was going to be the difficulty in any kind of service calls.

I understand the point of being a distance from a dealer, I live 45 minutes away from the dealer. But on a day off except for Sunday schedule it, and have peace of mind withe CC. We used to have 3 Honda Dealers, but now there is two. And the one that is only 20 minutes away I would never trust, they have a (no can do attitude). And the service bay is helter-skelter operation as the general manager comes out to tell the mechanics the priority for work.
 
My 2002 would downshift if the car coasted downhill beyond a certain point over the set speed. It was far more refined than the 2018. I often wonder if these modern day engineers overthink things too much. Why don't they take what worked for years and just leave it alone!

Yep, and the 2002 never drops below the set speed.

However, they realized (correctly IMHO) that maintaining speed regardless of terrain is wasteful of fuel. So they (and other manufacturers) programmed it to bleed off speed in favor of increased fuel efficiency.

Some stories recounted here suggest they may have swung the pendulum too far the other way? IMHO, the driver, not CC, should decide (with the CANCEL button) when saving fuel is more important than maintaining speed.
