sounds like there is play in the cable or too much resistance at the latch due to lack of lubrication...
get that plastic cover off for a good look. the latch is also adjustable.

also curious if those hood struts are causing some upward pull on the latch leading to your issue.

The van looks nice with those side skirts BTW...

Does it move the normal amount?

Have you looked in with a flashlight to see if there's anything blocking movement?
It pops up normal,
just wont open when pulling lever to the right, Flashlight doesnt let me see much due to the plastic cladding. I'm thinking of taping a few straws together and spray a whole bunch of Pentrating oil on the latch
 
Why not remove the plastic cover so that you get a better view of the latch? Did the lever or safety latch get bumped or misaligned somehow?
 
Is there a reason you aren't answering whether the lever is moving the normal amount? (Assuming it's not a "new to you" van that you don't know the normal movement.)

Seems like it moves the normal amount which is what annoys me most, ive tried moving it while pulling lower,higher,on an angle, nothing works

Going to try getting penetrating oil in there with a few straws taped together , sprung a new ps fluid leak and i cant refill due to this:cry:
 
Is it possible your lock has shifted position so that the normal movement is not clearing it? If so, a little leverage applied to the lock might move it back.
