I really don't think so. The TCS operates by applying the brake to a wheel when it detects an unusual speed differential between wheels. No speed difference, no brake application, no "wasted" power either spinning wheel(s) or operating the brake.
On the other hand, if you're having the TCS activate in Phoenix, maybe you should evaluate your driving habits. Then there's a lot you can do there to improve mileage.
