I have a 2006 Odyssey with a mobility cart carrier installed on the back. Occasionally it will drag over an uneven surface. I need advice from someone who has installed special shocks or other devices to raise the rear about 1-2".

Airlift 1000 air shocks. A simple search here will turn up some threads on it.

airlifts are your only option short of custom springs and so on. I just installed airlifts weekend before last on my '07. Not too bad of a job. I tow a pop up camper so similar rear weight situation.

+1 on AirLift 1000's. I installed them on both of our Odysseys (2002 EX & 2003 EX). Previously had H&R Sport Springs on my 2003 EX (lowers it about 1-1/2"), but the ride was too punishing on my locally terrible roads. Switched back to stock springs and am happy with AirLifts. Occasionally have a Yakima Holdup 4-bike rack on the hitch:

The rack is heavy to begin with, and then four bikes cantilevered out like that....yup, I was pulling a slight wheelie. AirLifts cured that, and the van handles a little better, too.
