Parking Brake Rubber Pad Falling Off

My parking brake pad keeps falling off. Dealer tried to "silicone" it back on, but it fell off again. Anybody else having this problem???

I'm still having this problem, even with a new parking brake rubber pad from the dealer. Anyone else having this problem?
