Yeah...talk about entertaining, when the kids are in the van, it's like...
"LEAVE...THE...SEATBELT...ALOOOOOONNNNNNE"
It probably is folded in there, you might try something thin & dull (like the back side of a butter knife) to unfold the likely folded over webbing. You should be able to remove the garnish from around the mechanism in order to get a better view.
