TSB often not free out of warranty. TSB is different from recall. TSB is a problem that is known and is thought to have a solution and could be any kind of issue, not necessarily safety. TSB are not always recalls and if not in warranty, are not the resposibility of the dealer or manufacturer so the owner usually pays unless get goodwill.
As to R51 recall, it should be covered for free. It is a recall, is a safety issue. See below.

Summary: honda is recalling certain model year 2005-2007 odyssey and acura rl vehicles. brake fluid containing polymers is used that acts as a lubricant for certain brake system components. if replacement brake fluid is used that does not contain such polymers, or that contains only small amounts, a part of the rubber seal located at the rear of the brake master cylinder may become dry, and the seal may curl during movement of the piston. if this occurs, a small amount of brake fluid could slowly leak from the seal into the brake booster.

What you should do: dealers will replace the brake master cylinder seal free of charge. the recall is expected to begin during december 2010. owners may contact honda at 1-800-999-1009."

Repair for recall R51 should be free but beware of not needed add on charges. Beware if the dealer tries to sell you something else not related to the recall or claim that they must charge you for bleeding brakes. This has happened. Bleeding should be included.

Generally speaking, a TSB is put together when a non-safety related problem occurs with a high enough frequency - they are essentially a "how-to" document for the service department. They are only performed when you have the problem, and only covered when you are under warranty (the exception being when either the dealership or honda decides to goodwill either part of, or the entire repair)

DrD has it exactly. They are there to help dealers reduce diagnostic and repair time for issues that are being reporting more then normal. You cannot walk into a dealer with a TBS and request is be complete unless they can verify you have the problem described, unless, they are slow and will take any warranty work that does not require them to send parts back to Honda for verification. Dealers get paid less for warranty work and for some warranty work, like the torque converter replacement issues, they will not get paid until Honda verifies the part was indeed bad. When they goodwill after your warranty is over, it goes against a pot of goodwill $$$ the manufacture allows to keep repeat customer, but dealers use that money wisely.
