You may not have this van anymore, but for anyone else running into this problem, try this:

Take hold of the power button/volume knob and pull. The knob should pull off. In the hole you should see a tiny light bulb and to the left a black micro switch. With the key on, push the micro switch. Your radio should power on.

Why? When your battery is disconnected, the radio defaults to off. Chances are, the knob is worn and is not making contact with the micro switch to be able to turn the unit back on.
This fixed my issue! THANK YOU! A little plastic tab had broken off the disc part of the button (the piece with VOL PUSH PWR printed on it) and fallen down into the hole, essentially preventing the button from depressing fully to make contact with the micro switch. After a battery changeout, the radio wouldn't come back on at all. Fuses were all ok.I found your answer and I was able to take the button off, clean it, and remove the broken-off plastic piece. All fixed now!
