Those are not scratches.. If you are not familiar with bodywork and painting take it to a competent body shop and they will be able to help you. The second pic with the scratches on the rear bumper cover could be touched up with touch up paint but the other areas need a lot more attention.

The left side bumper and right side door can have a lot of the "white" removed with some scratch remover and/or polishing compound. What's left will be the question but it should look a bit better without all the white paint transfer. The black areas of the bumpers could be covered with some touch up paint and polished to blend. It will look FAR from perfect but should look a lot better than it does now.

Just remember that with the touch up paint patients is the key! The slower you go (multiple thin light coats), the better it will look. Again it will be far from perfect but won't be quite the eyesore it is now.

For that kind of damage, I would spend some cash and let a body shop fix them. A DIY solution might not look good.

There's no harm in getting a bottle of compound and working in by hand (with a microfiber towel) to try to minimize the scuffs and scratches. You wouldn't be out much money and it can't make it worse.
