I have a 2002 Honda Odyssey EXL, 5-speed auto, 250k miles.

I just had a mechanic replace the transmission with a rebuilt import from JDM Motors. However I am now getting a check engine light, code P1706 and a TCS light. Searching [9] past threads suggests replacing the "Neutral Safety Switch" or "Transmission Range Sensor."
Rockauto has it here: More Information for STANDARD MOTOR PRODUCTS NS158

That said, the symptoms don't match, Part 1 -How to Test: Transmission Range Switch (Honda 2.2L, 2.3L)
My Odyssey cranks fine, reverse lights are working, gear selection on instrument cluster matches actual gears. My actual symptoms involve shifting to and from 2nd gear:

1st gear --> knock --> 2nd gear
2nd gear --> hesitation --> rev surge --> 3rd gear

All other gear shifts and downshifting are normal. Speedometer is normal. Cruise control doesn't work.
I was certain it was bad vehicle speed sensors (input and output) but even after replacing them the shifting issues remain.

Should I go ahead and replace the neutral safety switch or are there other components to consider?

Who did the rebuild? JDM sells used, imported from Japan.

I would contact the rebuilder/suppler for support if the mechanic is disavowing responsibility for making it work.
