Steering noise like croaking/creaking at very low speed when turning

Strut mounts commonly make this noise. The only way to know is to get under there and turn the wheels to try and duplicate the noise.

Not a stupid question. It depends. Were the struts replaced as an assembly or did someone remove them and replace just the shock portion of the strut itself? Or, if the entire assembly was replaced, what kind was it? Many of them are junk right out of the box. Seen that too many times to count. My 98 Nissan I put on Nissan Value Advantage struts all the way around. They are noisy as heck and I hate them. I should have gone with the originals but they were much more expensive at the time. Now they're unavailable.

They might be fine...it's just one thing to check. Strut mounts, sway bar links, and ball joints are what will make noise when turning the wheel. It's likely one of those items.
