I have a 1/2 in difference from ground to top of fender between left and right.
Right rear wheel has a noticeable amount of negative camber compared to left which appears normal.

I have replaced spring seats last year, and shocks last month.
In reading various threads it seems a though I have sagging springs.
Before I order new ones is there a definitive way to test them?

Rubber bushings seem fine and I don't have any 12/6 or 9/3 wobble

What other parts should I replace with the springs? Upper spring mount?
Add adjustable camber upper arm?

dumb question... when you replaced the spring seats you made sure your spring orientation was correct on the seat / control arm?

its possible if one spring is not seated properly, you would have the slight difference in height.
