If that's EVAP, could it be rerouted somewhere better? Fuel filler neck maybe?
It is supposed to go up in the body/chassis like that. It it supposed to be routed to a clean air space. All vehicles since at least the 80's have/had something like that.

guessing that seal for the vent isn't water tight (looks like foam)
a couple posters mentioned hitting a large puddle and then having to change the EVAP canister.
clearly not an ideal design.

I believe that hose is mostly a 'reference' port and doesn't generally have any airflow. I think it also works as the 'overflow' if there is an overpressure event in the canister.

Large puddles might have other effects under there, applying a lot of mechanical force to the evap system in other ways. It is generally covered by the plastic shield, but who knows?
