You're right - my experience is typically an in stock car at the end of the month is the ideal situation in terms of buying.
I live in San Diego and they are selling in SoCal for a premium - $44,000+. I purchased a Smoky Topaz Elite from Brilliance Honda outside of Chicago about a month ago for $40,218 (inc destination) which I believe is at or just below invoice. Shipping did cost me $850 but I still saved a ton of money and am very happy with the van.
Contact Darrell Herbert at Brilliance as they have a lot of Elites in stock typically in multiple colors. Best buying experience I've ever had.

PS - To answer your original question I've heard rumors that there was a shortage of split rear entertainment screens which limited the production of the Elites although I'm not sure if there is any truth to that.
