Yes, a fast blinking dashboard light indicates an issue of the bulb. Many bulbs are multi-function (ie. running and brake light bulb) and may work for one application (ie. running light) but not for another (ie. brake light). You will want to have someone else check all your bulbs as you switch them on/off. I've found that a fast-blinking turn signal dash light indicates the turn signal bulb is malfunctioning and needs replaced.

Note that your OM has a list of bulbs and their functions, which will tell you what ones serve multiple functions and what to replace them with if burned out.
