I bought a '14 TE and it had impeccable service records from Chapman Honda in AZ. I was wondering if you could requests notes/service records from a dealership as the second owner? Is that a thing? TIA

Well, you could certainly request them. You can request anything. :)

Will they give them to you? In my case at least, the answer is yes.. I have requested - and received - the records...twice (same dealer).

OTOH, I'm a tad confused. If you already know that it had an "impeccable service records" from the dealership, why are you asking if you can request them? Don't you already have them?

I just have what's on the CARFAX - I wanted to see the notes. Like what the customer complained of.

edit: I also have the service record booklet, but it just has stamps and basic info
 
Easier way is to make an account and input the VIN into the Honda owners website. It will be able to show all history of dealership maintenance with in most cases the exact work that was done and what the customer complaint was.

For example, I took my Accord to the dealership in 2018 to perform the TSB for a noisy VTC actuator. My complaint was that it was noisy on cold start. The dealer replaced the actuator and the valve cover gasket + spark plug tube seals, and they also corrected a CEL that was present when I got the car back after the work. This is what the online record looks like for those:

HIPAA has not yet been extended to vehicles. 😁
 
I tried to get the records on a vehicle back in 2011 and got the privacy act tossed at me from the selling dealer. I did get a summary from the manufacturer.
Interesting response. The US Federal Privacy Act limits disclose by government agencies. Not new car dealers. Now, there might have been a state privacy act where you live. But you will often find businesses citing supposed laws to justify not doing things they don't want to do...or doing things they want to do.

I've had insurance company reps tell me they can't send out a blank claim form without verifying my identity, due to HIPAA. Totally false. I've had car dealers tell me the DMV requires them to charge $75 for handling reg & title paperwork. The law/regs actually sets that as the maximum permitted charge, not the min or fixed amount.

Lots of lies, intended or ignorant, to avoid responsibility for their own decisions adverse to the customer's interest.
