I thought this would be easy enough to search.. googling chrome trim, garnish, window trim, etc don't return much of any use. The rubber underneath the chrome is dry rotted and this piece has a dent in it.

How do I get it off the car?

does it come together with the door skin? need proper (Honda's) part name or number to see how it's attached (on the diagram).

From recent similar posts, it's called Belt Molding. Seems like an odd name to me.
From one of the recent 3rd Gen posts: (Surprised that WiiMaster hasn't chimed in on this yet!)
It's not too hard to replace them. The back ones just have two screws on the inside of the door, one on each end, and then you just carefully pry them up from the outside to disengage clips (the by the book way is to disengage the clips is from the inside of the door, but this requires removal of the door panel and is a lot more work, this method works fine). It's okay if you break the clips because the replacement comes with new ones.

I was enjoying my sleep! (Yes, crazy enough, I have to do that thing too)

In any case, in that post I was referring to the 8th gen Accord. However the process is very similar as shown in the video above.
