Replacing damaged capless fuel filler

I ended up damaging the gasket in my capless fuel filler assembly resulting in a emission control system error. Does anyone know how to get the capless assembly off to get it replaced. I got the top (black) part off, but can seem to get the inner (white) part out.

The part (I think) you need is 17060-TBA-L02, Honda calls this a 'fuel shutter set' and MSRP is about $103. Available through any Honda dealer for ordering, currently showing 1-2 days from warehouses. I think you got lucky here because if the damage goes further down into the neck, Honda does not make those parts serviceable and they want you to buy an entire fuel tank for about $1083. I would have it checked to make sure it's the cheaper part and not the neck that's damaged.

Directions for others that get stuck in this predicament.
Use information below at your own risk. I'm not responsible for any damage you may cause to your car.

1. The capless shutter set consists of two pieces. The external cap that you see when you fill up and the internal white piece that cover the filler tube and provides a seal to the gas tank.
a. If you only damaged the external part, you need the following replacement - 17671-TBA-A02 (MSRP - $16.73 as of 08/2023)
b. If you damaged the internal part, it isn't sold separately, and you have to purchase a complete shutter set - 17060-TBA-L02 (MSRP - $102.82 as of 08/2023)

2. Removal of the external cap is relatively straight forward.
a. You need to remove the liner surrounding the cap (it just pulls off)
b. there are 6 plastic tabs that need to be broken off (approximate locations are marked by red arrows). As you can see from the picture it is possible to remove it w/o breaking the tabs off (all six have to be lifted up and held out of the way, but it is a huge pain, and if you are here, you have a new one anyway 😀).
c. After breaking the tabs off, unlock the cap by inserting the flat head screwdriver into the top slot (marked by green arrow) and bend the cap up a little bit.
d. You can then pull the cap off

3. You should be staring at the inner (white) shutter now
a. if you are just replacing the top piece. Grab your replacement part and push it back on. Congrats. You are done!
b. if you need to replace the inner shutter, keep reading.

4. You can refer to directions posted by @HondaGoBrr to understand how the inner shutter is removed. Below is more details on what needs to be done.
a. The dealer instructions specify 3 tools to do this - a tool to keep the flapper open, a special wrench to turn the shutter assembly, and an automotive pick
b. It is possible to do this with just a pick (see below) and something wide and thin enough (i had a wide chisel lying around) to fit and span the tabs of the white shutter assembly

5. You need to flip down the flapper and use the pick tool to lift up the latch. Use images below to help you find the latch you need to lift up. It is obvious once you get the unit out, but there isn't a whole lot of light when you are working to get it out.

6. Once the latch is lifted up, insert the wide tool you found into the tabs and turn the shutter clockwise and then pull it out.

Man, what a pain to service. I'd rather just live with having to unscrew a gas cap...

What a headache... I thought originally when I drove some vehicles (GSA) that had this system that, hey no cap -can't lose it and it's simplistic! I think I would rather have the cap back as well!
