Completely unsatisfactory! I would take it back to the Honda dealer for diagnosis and repair. Something is not right in the body cavity where the seatbelt is stored. Somewhere in your warranty booklet you should find a statement that Honda provides a lifetime warranty for seatbelts.

If for some reason they are able to weasel out of replacing them free of charge, they run about $110 online and are easy to replace. But @slowmachine is 100% correct - they are obligated to replace them for free per their warranty.

Yes. The dealer needs to disassemble, diagnose, and fix the cause of the seat belt damage. Just installing a new seat belt is not good enough.
