7 years later - mine is exactly this;
Cables pull properly, latches rotate, but the mechanism inside won't release to allow Seatback to open up.
Plenty of WD40 & hammering.
Seat is closed as tight as a clam!

Yes!
I finally achieved a very slight movement after several days, a few hours a day - kneeling on, pulling, hammering, lubricating. I removed the rear upholstery and sprayed the obvious, with special attention to the hinge points - any angle of attack that i could with the WD40 spray tube.
After I could feel the slight movement, it released soon thereafter.
Now I make a point of moving every seat up & down, forward & back, once or twice a year!
